They called me on the phone and said I could come to inspect the car. But when I arrived, I found the car was not ready and was still under inspection.

This dealer seems to advertise used inventory at a higher trim than the car actually is (and prices it reasonably for the higher trim). Only after enough back and forth to confirm you're interested do they sneak in it's a lower trim than advertised. If you point out it's still priced at the higher turn, you're told that's too bad. They're clearly trying to sucker someone that's not paying attention, which is frankly shameful for a licensed Toyota dealer.
